The OCCF has come to being vide the OCCF  Act of  November 27th 1999 According to this Act the Council is  comprised of   a chairman appointed by the Council of Ministers and  the membership of (22) members representing  ministries,   corporations, professional Councils and professional associations, under the  guidance of   a minister appointed by the president.
