Registration

CRITERIA AND RULES FOR REGISTRATION :  

1. Criteria:

• Legal status – presentation of an authenticated memorandum of  association .
• Availability of an equipped office .
• The availability of  a qualified full – time office manager .
• The founder or founders should be qualified and have the required experience in firm’s consultancy services .
• Complete separation between consultancy services and other commercial business like trading, contracting or execution work Supervision and valuation services are permitted.
• For already established firms the C.V of the firm is required and also to give some examples of the services already  done
• Not to have been indicted in any act of professional  misconduct .
• Presentation of documents and certificates in support of the above statements .

2. Rules

• Identification of areas in which firm will give consultancy services.         

• Firm abides with the OCCF code of ethics.

• Payment of the prescribed fees.                                        

• Satisfaction of  the criteria required for registration.                           

• Consultancy firm should not promote its services in a manner contrary to the professional norms of ethics or to belittle the status of other firms.                     

• To allow council representatives to visit firm’s offices and provide the necessary information and documents for finalization of registration..          

• To notify the Council of any fundamental changes, whether administrative or technical which might affect firm’s classification , within a period not exceeding one month.                         

• Annual updating of firm’s register.

• Firm should limit its services to the registered areas of specialization and reference should be made to the council in case of new additions.        

• Stamping of  studies with the OCCF stamp as a certification that the studies are done by a firm registered with the OCCF.                            

• No addition of new areas of specialization will be approved unless the firm has the appropriate expertise.                                                                          

• For certain areas of consultancy services an approval of the appropriate authorities is required (i.e. security , military).

CRITERIA FOR PERMANENT AND TEMPORARY REGISTRATION OF FOREIGN CONSULTANCY FIRMS :

1. Presentation of an authenticated certificate as a proof that the firm is practicing consultation services in the home country together  with firm’s memorandum of association. 
2. Presentation  of authenticated  C.VS. of firm’s founders, consultants and associates and also a list of  consultancy services already done.
3. Equipped office premises.
4. Full-time qualified  resident  manager.
5. (Photo copies) of  Ministry of Interior stay permits for expatriate staff employed by the firm.
6. A commitment for training  Sudanese Nationals in order to gain experience. 
7. To abide with Sudan Laws and Regulations. 
8. To abide  with the OCCF professional code of ethics.
9. To work in association with a Sudanese  consultancy firm included in the OCCF consultants Register.

10. In case of temporary registration the following is required :

1. The firm has to present a letter from the client  certifying the award of contract; the type and nature of services and the duration of the contract (A copy of the contract to be attached).

2. In case the contracted work is not completed during the specified time duration the period will be extended after receiving a letter from the client stating the  reasons for extension .           

3. At completion of assignment and prior to  the final financial settlement the firm should submit to the OCCF  certificates signed and stamped by  the client of work completion and of clearance from other domestic obligations.           

4. To work in association with a Sudanese  consultancy firm included in  the OCCF consultants Register .
